Frank C. Dill was born in 1910 and was a Houston, Texas painter. Frank exhibited at the 1937 Annual Southeast Texas Artists Exhibition in Houston. He is listed in Powers' book on Texas artists and Grauers' Dictionary of Texas Artists.
